Jim Penner

Canadian politician and businessman

Jim Penner (September 4, 1939 – January 17, 2004) was a businessman and politician in Manitoba, Canada. He served in the Manitoba legislature from 1999 to 2003.

Penner was born in Rosthern, Saskatchewan and moved to Steinbach, Manitoba in 1946 at the age of 7, where his father bought a grocery store.[1] Penner grew the store into Penner Foods Limited, with six locations, a company for which he was President and CEO from 1962 to 1998 (overseeing a business which employed 800 workers).[1] Penner was appointed to Trinity Western University's Board of Governors in 1981.[2] He was a graduate of Trinity University in Chicago and was awarded an honorary degree in 2001.[3]

In 2002 Penner was honoured as the Humanitarian of the Year by the Variety Club of Manitoba.[4]

Penner was elected to the Manitoba legislature in the general election of 1999, running as a Progressive Conservative in the rural, southern riding of Steinbach. Penner defeated his nearest opponent by almost 5000 vote

James Penner is the editor of Timothy Leary: The Harvard Years (2014) and the author of Pinks, Pansies, and Punks: The Rhetoric of Masculinity in American Literary Culture (2011).

    Memorable Manitobans: James Russel “Jim” Penner (1939-2004)

    Grocer, MLA (1999-2003), community activist.

    Born at Rosthern, Saskatchewan on 4 September 1939, son of Jacob Albert Penner (1914-1967) and Esther Margaret Buhler (1915-2001), he moved to Manitoba with his family in 1946 when his father bought a small grocery store in Steinbach. In 1958, he married Beverly Reimer with whom he went on to have three children. He studied sociology at Trinity International University in Chicago and earned a Bachelor’s degree. Upon graduating, his plan was to continue his studies abroad and pursue a career in academics but, due to his father’s failing health, instead returned home in 1962 to help run the family store.

    He proved to be a skilled businessman and, with his staff, grew the company from a one-store enterprise to one of Canada’s most successful independent grocers, Penner Foods Limited. Eventually, the company consisted of six stores that employed more than 800 people across Manitoba. The chain developed a reputation for superior service and as one of
