Phil Palmer was born in Moab, UT on July 25, 1932 to George and Ann Palmer. He grew up in Monticello, graduating from Monticello High School in 1950.
He attended BYU for a short time, then was inducted into the Army, spending two years at Fort Ord, CA. He attained the rank of Sgt. before being discharged.
Phil attended college in Arizona before transferring to the University of Utah, where he met his future wife, Caroline Comer. They were married in September of 1956.
He continued his education, graduating from the University of Utah Law School. After graduation, they moved to Monticello where Phil was City Manager and City Judge.
In 1968, his son, Rhett, died in a tragic accident. His father, George, died three weeks later.
Shortly after, they moved back to Salt Lake City, where he worked in the City Attorney’s office until being appointed as a District Judge. He retired in 1997.
Phil died on June 25, 2016 after a six year battle with Parkinson’s disease.

Retired Judge Philip K. Palmer, age 83, passed away June 25, 2016 after a lingering battle with Parkinson's Disease. He was born July 25, 1932 in Moab, Utah to George M. Palmer and Ann Peterson Palmer of Monticello, Utah. He grew up in Monticello, graduating from Monticello High School.
He attended BYU where he first met his wife, Caroline Comer. He entered military service in 1952 serving as a sergeant in the U.S. Army Infantry during the Korean War. He was honorably discharged in 1954. In 1955 he enrolled at Arizona State University for a semester, then began to attend the University of Utah where he again met Caroline. True love blossomed, as they felt they must be destined for each other, and they were married in the Salt Lake L.D.S. Temple on September 14, 1956. Their love lasted for 59 years on earth and is eternal.
One week after the wedding Phil enrolled at the University of Utah College of Law. He graduated in 1959 with a Juris Doctorate degree, and the couple moved to Monticello where Phil accepted the position of Monticello City Judge. Their first

Philip Palmer is a British novelist and screenwriter.[1] Originally from Port Talbot, Wales, he studied English at Jesus College, Oxford, matriculating in 1978.[2]
Writing career
His first novel was Debatable Space, published in January 2008 by Orbit Books in the United Kingdom and the United States. Philip Palmer describes himself as "...a glamorous hyphenate. Writer-writer-toolazytogetaproperjob-writer."[1]
